The Green Empire of the East and the West, also called the EL4DEV Confederation, is an empire with local sovereignty because it is based on a radically decentralized and participatory model of governance, focused on the autonomy of territories, especially small municipalities, and on their horizontal cooperation. This model does not reproduce the classical pyramidal structures of centralized historical empires. On the contrary, it stands apart through its network-based structure founded on the direct involvement of citizens, local communities, and social actors in decision-making, design, financing, and project management. Local sovereignty is first expressed through the importance given to municipalities with fewer than five thousand inhabitants which, through Societal Economic Interest Groups, become co-owners of the infrastructures labeled LE PAPILLON SOURCE and participate in defining their governance.

Each engaged territory preserves its cultural, social, and economic identity while integrating into a global cooperative network. It is not a matter of absorption under a single authority, but a convergence of autonomies embedded within a distributed architecture. El Imperio Verde de Oriente y de Occidente, también llamado la Confederación EL4DEV, es un imperio con soberanía local porque se basa en un modelo de gobernanza radicalmente descentralizado y participativo, centrado en la autonomía de los territorios, en particular de los pequeños municipios, y en su cooperación horizontal. Este modelo no reproduce las estructuras piramidales clásicas de los imperios históricos centralizados. Al contrario, se distingue por su estructura en red, fundamentada en la implicación directa de los ciudadanos, de las colectividades locales y de los actores sociales en la toma de decisiones, el diseño, la financiación y la gestión de los proyectos. La soberanía local se manifiesta ante todo en el protagonismo otorgado a los municipios de menos de cinco mil habitantes que, a través de Agrupaciones de Interés Económico Sociales, se convierten en copropietarios de las infraestructuras con la etiqueta LE PAPILLON SOURCE y participan en la definición de su gobernanza.

Cada territorio implicado conserva su identidad cultural, social y económica mientras se integra en una red cooperativa global. No se trata de una absorción bajo una única autoridad, sino de una convergencia de autonomías inscritas en una arquitectura distribuida. El Think and Do Tank LE PAPILLON SOURCE EL4DEV desempeña un papel de coordinación y acompañamiento metodológico, pero no centraliza los poderes. Estimula la conexión en red de las iniciativas locales, favorece la sinergia entre territorios y permite la puesta en común de conocimientos, recursos y competencias. Esto da lugar a una soberanía relacional en la que los pueblos pueden construir sus propias alianzas sobre la base de valores compartidos y no de intereses geoestratégicos impuestos.

En resumen, el Imperio Verde de Oriente y de Occidente es un imperio con soberanía local porque pone el poder transformador en manos de las colectividades locales, ofreciéndoles herramientas concretas, métodos de ingeniería participativa, una gobernanza ascendente, recursos educativos y marcos de cooperación para construir una nueva sociedad. Se trata de un ecosistema vivo, horizontal y descentralizado, donde el poder se encuentra allí donde se encuentra la vida: en los territorios.
