Elon,
I am writing to you as a social engineer,
eco-entrepreneur, and founder of the international EL4DEV program, with
a deep conviction: humanity stands on the threshold of a major
civilizational shift.
What I am proposing to you is not just a project. It is a living prototype
of a new model of civilization.
A - A new civilizational model: the networked city-state
Through the EL4DEV program, I am developing a vision
based on the emergence of autonomous city-states, interconnected at local,
national, and planetary scales.
These entities do not replace nation-states; they complement and surpass
them in agility, collective intelligence and capacity for innovation.
The small municipality of Torreblanca, Castellón, in Spain, is today the starting point of this experiment.
My ambition is clear: to transform this territory into an autonomous city-state, an international hub of social innovation, and a prototype of the ideal 21st-century city.
B - A distributed architecture of engineering and governance
At the core of this system lies a distributed architecture, made possible by a multifunctional information technology called BIG SMART DATA EL4DEV (conceptualized, with technical specifications developed, but with the technological infrastructure yet to be built).
Each citizen becomes an active contributor to
the development of their territory.
Each piece of data becomes a decision-making lever.
Each interaction feeds an evolving system of collective intelligence.
We are no longer speaking of top-down governance, but of augmented participatory governance, where the population co-constructs territorial dynamics in real time.
This is an advanced form of cybernetics applied to society.
C - LE PAPILLON SOURCE: a disruptive eco-landscape infrastructure
The international LE PAPILLON SOURCE project is the physical foundation of this transformation.
It consists of a network of interconnected ecological, educational, agricultural, and touristic infrastructures, including:
• Vegetal Calderas, true vertical climate
generators and reservoirs of biodiversity
• Self-sufficient agro-climatic complexes (productive eco-landscape
systems)
• Touristic spaces for research, education, and experimentation
(alternative experimental and educational theme parks)
These infrastructures transform territories into productive, resilient, and deeply inspiring ecosystems.
D - Bioclimatic Corridors at territorial and continental scale
Through the interconnection of numerous Vegetal Calderas (linking existing natural areas and also positioned along railway lines), I envision the creation of true Bioclimatic Corridors.
These corridors form living networks capable of:
• Regulating local and regional microclimates
• Supporting water cycles and atmospheric humidity generation
• Restoring ecological continuity and biodiversity
• Actively combating desertification
• Producing plant-based food
• Generating energy through a mix (solar, wind, piezoelectricity,
ferroelectricity, bioelectricity)
• Attracting wildlife at scale
Ultimately, these corridors will form transcontinental ecological frameworks, progressively transforming landscapes into interconnected living systems.
This is no longer about simply developing land, but about reconfiguring the climatic and ecological functioning of entire regions.
E - The GREEN COIN EL4DEV: a currency backed by life
To support this transformation, I have designed an unprecedented monetary instrument: the GREEN COIN EL4DEV.
It is an ethical, ecological, and non-speculative digital currency.
Its defining principle is fundamental: 1 GREEN COIN = 1 m² of agricultural land enriched in biodiversity and labeled LE PAPILLON SOURCE.
This post-monetary-collapse currency:
• Reconnects economic value with real ecological
value
• Encourages soil and ecosystem regeneration
• Enables full traceability of environmental impact

This symbolic and operational shift would mark a decisive break from outdated development models.

Torreblanca, Castellón will become a major ecological hub, but also a new kind of tourism hub:

• Educational tourism
• Entrepreneurial tourism
• Wellness tourism
• Utopian-inspired tourism
• Cultural and fiction-based tourism
Each visitor becomes a learner.
Each experience becomes a transformation.

It is designed to connect with other experimental territories around the world, notably Ngompem in Cameroon, my birthplace and childhood home. In Ngompem, I have secured more than 100 hectares of land, most of which consists of equatorial forest that will, of course, be preserved.
Together, you, me, and all those who wish to take part in this planetary initiative, we will create a network of interconnected living laboratories, capable of sharing data, innovations, and human dynamics.
